2010 INTER DOMINION PACERS CHAMPIONSHIP

CONDITIONS

 

ELIGIBILITY

The 2010 Inter Dominion Pacers Championship is to be contested over three race meetings and will be for the 40 highest ranked registered standardbred pacers and conducted under the Rules and Regulations of Harness Racing New South Wales.

RACE PROGRAMME

There will be two rounds of 4 Qualifying Heats (8 Qualifying Heats in total), a Final and a Consolation. Three common reserve horses will be included for the first round of Qualifying Heats whilst two reserve horses will be included for the Final and two reserve horses included for the Consolation.

The first round of Qualifying Heats will be mobile barrier starts with ten horses to compete, seven starting from the front row and three from the second row. These Heats will be conducted at Harold Park Paceway on Friday, 19th February, 2010. The three common reserve horses will be excluded from the barrier draw however if they gain a start they will commence from the barrier position drawn by the withdrawn horse. The inclusion of the common reserve horses will be in order and at the time of each respective scratching.

The second round of Qualifying Heats, the Final and the Consolation will be mobile barrier starts with ten horses to compete. All horses will start from the front row. These events will be conducted at Newcastle International Paceway on Saturday 27th February, 2010 (Heats) and Menangle Park Paceway on Sunday 7th March, 2010 (Final and Consolation).

The ten highest point scorers after the completion of the Qualifying Rounds will qualify for the Final. The next two highest point scorers will qualify as reserve horses in point order for the Final.

The Consolation will be made up of the highest Point Scorers which did not qualify for the Final. The next two highest Point Scorers will qualify as reserve horses in point order for the Consolation.

The two reserve horses in the Final and Consolation will be excluded from the draw however will be allocated numbers eleven (11) and twelve (12) in order of points attained. If however the respective horse(s) gain a start they will commence from the barrier position drawn by the withdrawn horse(s).

In the event of two or more horses each receiving the minimum number of points entitling them to be eligible for the Final or the Consolation and thereby producing a field exceeding the field limit, then the following selection criteria will be used to decide which horse or horses will be included in the field and which horse or horses will be the Reserves:-

(i)            On a count back of the performances of such tied horses a winner of a Qualifying Heat will have precedence over a horse whose best performance or performances are in a lower position; a second placed horse has precedence over horses with a lower place or places, and so on;

(ii)           Where tied horses have an equal best performance, the next best performance shall have precedence;

Where the above can not be determined a ballot will be performed to establish which horse(s) attain a start and reserve positions for the Final or the Consolation

PRIZEMONEY

FINAL

Of $1,000,000 plus Gold Cup, Inscribed Rug, Sash and Trophies.

1st $500,000        2nd $200,000       3rd $120,000        4th $80,000          5th $40,000   All other starters $12,000.

CONSOLATION

Of $60,000 plus Trophy and Inscribed Rug.

1st $30,000           2nd $12,000         3rd $7,200            4th $4,800            5th $2,400   All other starters $720 each.

QUALIFYING HEATS

Of $40,000 plus Trophy and Inscribed Rug.

1st $20,000           2nd $8,000           3rd $4,800            4th $3,200            5th $1,600    All other starters $480 each.

RANKINGS

The 2010 Inter Dominion ranking system will determine those horses which shall contest the Qualifying Heats of the Championship in the following descending order:

i)              Current Inter Dominion Champion;
ii)             Current Grand Circuit Champion;
iii)            Current Grand Circuit winners;

a)            The ranking of the Grand Circuit winners will be based on accumulative win dollars in Grand Circuit events conducted between Wednesday 1st April 2009 and Monday 8th February 2010. For the purpose of ranking $NZ will be converted to $AUS at the time of the New Zealand Grand Circuit events.

iv)           Form of horses giving priority to                                               

                                a)            Winners of current season open age Group 1 events;
                                b)            Current season form taking into consideration status and depth of events contested;

v)            Foreign horses shall be allocated ranking order at the discretion of New South Wales Harness Racing Club in consultation with Harness Racing New South Wales Handicapping Panel.

The ranking order shall be set after the close of Nominations by the Harness Racing New South Wales Handicapping Panel in consultation with the New South Wales Harness Racing Club and may be adjusted after closure of each Sustaining, however, after the close of the Second Acceptance, only if a horse wins a Grand Circuit or Group One event.

POINTSCORE

Points shall be awarded to each horse actually starting and finishing a Qualifying Heat as set out below:

In the event of a dead-heat, all points of the horses dead-heating shall be added together and equally divided. Horses which fail to finish are allocated zero points.

In addition the winner of the 2009 Watpac Inter Dominion Mr Feelgood, the Barastoc 2009 Grand Circuit Champions Mr Feelgood and Blacks A Fake and the winners of all established Grand Circuit events conducted between Wednesday 1st April 2009 and Monday 8th February 2010 will be allocated an additional one (1) point for each respective win. In the case of the tied 2009 Grand Circuit Champions they will each receive ½ point. If there is a dead-heat in a Grand Circuit event the one (1) point will be halved between the dead-heating horses as was the case for the 2009 Barastoc Grand Circuit Champions.

At the discretion of the NSWHRC and HRNSW the winners of designated races conducted in the Northern Hemisphere during 2009 if nominated for the 2010 Championship will be allocated an additional one (1) point for each respective win.

Points gained from Watpac ID09, dual Grand Circuit Champions and Grand Circuit events will be included in the points score after the first round of Qualifying Heats.

FIELD SELECTION FOR QUALIFYING HEATS

After Final Acceptances and final withdrawals adjusted Rankings shall be utilized for the determination of field selection for the First Round of Qualifying Heats (Heats 1, 2, 3 & 4) as follows:

In the event that owner or trainer multiples are created these shall be split at the first attempt utilising the lowest ranked multiple by altering the ranking by one position firstly by placing the horse in the higher ranking and then secondly in the lower ranking. The horse whose position is taken will assume the original position of the horse being moved to avoid the multiple however this in itself should not create a further multiple. The multiples shall be separated in the order of owner then trainer. The trainer with the most number of horses involved shall have their multiples separated first and so forth. Should two or more trainers be equal in multiples a ballot will be performed so that an order of priority is determined.

Finishing positions in the First Round of Qualifying Heats will be utilized, in the first instance, for the field selection for the Second Round of Qualifying Heats (Heats 5, 6, 7 & 8) as follows:

For the horses placed first to fourth in the First Round of Qualifying Heats in the event that owner and trainer multiples are created these shall be split only by altering the lowest finishing multiple horse with another horse which finished in the next lower position in the same First Round Qualifying Heat. This may include horses which finished fifth and lower in the First Round of Qualifying Heats to the point where the multiple is cleared.

Should this process not remedy the multiple the HRNSW Handicapping Panel, at their discretion, will exchange horses which finished in the same position in the First Round Qualifying Heats between designated Second Round Qualifying Heats providing this process does not create another multiple.

The composition of the remainder of the Second Round Qualifying Heats will be at the discretion of the HRNSW Handicapping Panel in the first instance so as not to create owner and trainer multiples however to also create competitive racing and equal opportunities for all horses.

If there is a dead-heat in a First Round Qualifying Heat the positioning of the dead-heating horses for the purpose of placement in the Second Round Qualifying Heats will be at the discretion of the HRNSW Handicapping Panel so as in the first instance to not create an owner or trainer multiple and secondly to create competitive racing.

For all Qualifying Heats of the Championship, should there be an unforeseen occurrence with splitting multiples, it will be at the absolute discretion of the HRNSW Handicapping Panel to place horses to create competitive racing.

For the purpose of separating horses due to ownership this will only be in the case of identical registered owners in the HaRVey system at the time of close of nomination (Noon on Monday 7th December 2009) for the Watpac ID10 Championship.

For the purpose of separating horses due to trainers this will be based on the registered trainer in the HaRVey system on the release of the Third Ranking at Noon on Wednesday 27th January 2010.  

BARRIER DRAWS

The Barrier Draws for the Qualifying Heats, Consolation and Final of the Championship will be Random Barrier Draws.

SCRATCHING TIME DURING CHAMPIONSHIP

TAB scratching time for all Inter Dominion Championship events where Reserve horses are drawn will be 3.00 p.m. on race-day.

RACE DISTANCES

First Round of Qualifying Heats (Harold Park)                                                                             2160 Metres.

Second Round of Qualifying Heats (Newcastle)                                                                         2030 Metres.

Final of Inter Dominion Championship                                                                                          2300 Metres.

Consolation of Inter Dominion Championship                                                                              2300 Metres.

RACE MEETING ATTENDANCE

Trainers shall ensure that all horses competing in the Championship are on course with an attendant two (2) hours prior to the advertised starting time of the race in which the horse is to compete however the horse must be on course no later than the advertised starting time of Race Two at the meeting in any circumstance. The on course Racing Office Attendant must be advised immediately of the horse’s arrival on course.

SECURITY, SURVEILANCE & SWABBING

The NSWHRC and HRNSW reserve the absolute right to undertake security, surveillance and swabbing of all horses competing in the Championship which is deemed necessary to ensure the integrity of the Championships. Further and in particular the NSWHRC and HRNSW advise the conduct of the Championship is stipulated to be subject to Rule 195A(2).

NOMINATIONS

Nominations shall close at NOON (Sydney Time) on Monday, 7th December, 2009.

All nominations are to be submitted on the prescribed Nomination Form and signed by either or the Owner, the Trainer or an authorised Agent and be accompanied by the Nomination Fee of $500 + GST.

Nominations for the Inter Dominion Championship will only be received at the Offices of:

No nomination will be processed until such time as the Nomination Fee is received by the NSWHRC.

WITHDRAWALS

The withdrawal of horses at any stage after Nominations Close will be accepted only by the HRNSW Handicapping Panel in writing at the offices of Harness Racing New South Wales.

NOMINATION AND SUSTAINING FEES AND CLOSURES

Nomination:  $500 + GST                NOON (Sydney Time) Monday, 7th December, 2009.

First Acceptance:  $1,500 + GST       NOON (Sydney Time) Monday, 11th January, 2010.

Second Acceptance:  $3,000 + GST       NOON (Sydney Time) Monday, 8th February, 2010.

Late Nomination Fee:   $30,000 + GST     10.00AM (Sydney Time) Monday 8th February, 2010

Final Starters Fee:   $7,500 + GST       Not Applicable

All monetary values are determined in Australian Dollars.

All Sustaining Fees paid in respect of horses that are subsequently balloted from the Inter Dominion are refundable, however, Nomination Fees are non refundable.

The Owners of horses which are nominated for the Inter Dominion are automatically Sustained unless withdrawn in writing by the Owner, Trainer or the authorised Agent before closure of each Sustaining stage. The Owner of any horse not so withdrawn is liable for the Sustaining Fee(s) payable within seven (7) days of due date of sustaining or issue of an invoice from the NSWHRC.  Failure to pay will incur automatic inclusion of the owners on the National Unpaid Forfeits List.

Horses withdrawn from the Championship after Final Acceptance (8.2.10) will not be eligible to compete in any other race at any other meeting for the period of eight (8) weeks unless where an acceptable reason in writing from the owner(s) is received by the NSWHRC and a response in writing is received by the owner(s) from the NSWHRC. The owner(s) is/are liable for the Final Acceptance Fee regardless of the decision of the NSWHRC.

First Round of Qualifying Heats  -  Noon Monday 15th February 2010

TRAVEL SUBSIDY

There will be NO Travel Subsidy available for any horse, however, this does not restrict the New South Wales Harness Racing Club from issuing an ex gratia payment to the connections of any horse eligible to compete in the Championship.

SPECIAL CONDITIONS

The New South Wales Harness Racing Club shall have the utmost power to deal with any matter which is not specifically covered in the Conditions and shall be empowered to, however, not limited to:

i)              increase or decrease the number of Qualifying Heats and adjust all impacted Conditions;

ii)             alter the prizemoney of any of the races;

iii)            transfer any event or meeting to another day;

iv)           cancel the Inter Dominion in which case all Fees received will be refunded;

v)            make any other alteration or amendment to these Conditions that may be  deemed necessary.
